Community Choice Aggregation is an arrangement whereby cites or counties can aggregate their energy buying power to negotiate better buying and selling terms with investor owned utility companies like PG&E.  Through these  improved terms, renewable energy production is incentivised  and energy portfolios can be steered towards local, clean production.
